May it be Nicaea on Nicomedeia?

I will be very thankful for your help

Cybele as a founder of Nicaea is strange.

Maybe Dionysos, as on RG 270, pl. 74.8 (rev. only):

Young Dionysos holding cantharos or bunch of grapes in r. hand, standing in car drawn right by two panthers, above in two lines TON / KTICTHN, in exergue NIKAIE[IC].

Obverse bust of Commodus right, legend M AYP KOM... (corroded)
Diameter 30 mm, 14 gr

I examined carefully this time, because of the dense corrosion i couldn't notice the panthers and thought that they were lions. But i couldn't see any kantharos and grapes in the right hand of the figure (after you told it may be Dionysus, i can't say it is absolutely Cybele) standing on the chariot. ( These attributions may be corroded as well)

Sincerely
