This may not answer your question, but here's a similiar coin I found online tonight. Ostrogoths, Theodoric and Athalaric, c. AD 522-534, AE Follis (40 Nummi, 9.14gm), Rome. O: INVICTA ROMA. Helemeted and cuirassed bust of Roma r. R: Eagle stg. l., wings spread, head reverted; in l. field, XL; in ex., E between two pellets. MIB 1,74a; MEC 106.

The opinions on this coin are discordant.
In the period under Theodoricus and Athalaricus the mint from Rome has coined coins in the name of Iustinianus.
To my seem this coin it has coined in an autonomous way from Rome when this become marginal in the Vitige-Belisario conflict enjoys a his own relative autonomy.
I have put this coin for individualize these moments of autonomy.
