PLEASE CAN ANY ONE HELP. IS THIS A BYZANTINE COIN? I AM NEW TO THESE TYPE OF COINS AND HAVE YET TO ACUIRE SOME BOOKS. YOUR HELP WOULD BE MOST KIND.  THANKS GETA1

Yes, this coin is Byzantine, minted in Alexandria. "IB" means 12 (nummia). The emperor could be Phocas (602-610) because of the blundered inscription and of the general style of the coin.
