the reverse legend is CVEDPEWN QEMIC.  I see references to Themis as a goddess of justice, but what's it mean here?

from what i can source

HEMI in greek = combining, half (*ECD) / latin - semi

perhaps it refers specifically to combined games/events? or the "half yearly games" ??

some logic here, maybe not the correct one

David Sear's Greek Imperial Coins gives the following definition:

QEMIDEC=Games in which the prizes consisted of sums of money.

QEMIDEC is a plural form of a 3rd declension noun.  Its singular would be QEMIC.  Given the design is of two guys wrestling, that is probably what it refers to here.

The relation to hemi = half is not correct.

Ethymological Themis is related to CTA, CTACIS, and means something like 'the solid standing'. She is the goddess of justice, but not like Justitia, but in a more elementary sense of a divine order standing above mankind and all gods.
There were altars in Delphi, Olympia, Thessalia, Boiotia, Attika usw.
Identified by the Romans often with Carmenta or Carmentis, an ancient Roman deity with nearly unknown nature.

CVEDREWN is the genitive plural of the city name.  It is an ethnic title and refers to the people of the city.  CVEDREWN QEMIC would therefore mean "Game/contest of the Syedrans."
