Emperor Justinian I?

It's pretty beat, but I am pretty sure I can make out IUSTINIANUSPP on it.  The only other seal that I am aware of with the angel holding wreaths is Anastasius, but he isn't nimbate, so I think that eliminates him.  I feel like 90% confident, but does anyone disagree or have other possibilities?
