Title: Is this a fibula?

Copper alloy; 47mm/6.6gm
The bow is broken but there is a residual pin catch below.
What the heck is this thing?!

Weird.  I see what you mean, but hard to tell if that is a pin catch and it is some weird local fibula type or if it is something completely different that just looks like it has a pin catch.  The (bull ?) horned design is not typical..

Hard to see in the photo, but the curve on the "catch pin" is clearly seen in hand. And, yes, it is really weird. Celtic maybe?
