Official Constans or Arabic copy?

The nearest i can find to this is BCV 1004 but on the reverse at 8.0 or thereabouts something that looks like arabic, and in the exergue what should be neos also looks as if it could be arabic. What do people think?

It looks like the original Constans follis INPER CONST type , minted over also Constans m - type EN TOYTO NIKA follis, but earlier mint (Year I-III).
