Depends what you call active...
Perhaps in the discussion of numbers of members voting it is better to speak in terms of "contributing" users of which there appear to be at most few dozen "heavy" contributors, plus perhaps a couple of hundred "light" contributors, in contrast to the "active" but non-contributing users that number several thousand. Although in this sense active actually means passive.
All historical inquiry is contingent and provisional, and our own prejudices will in due course come under scrutiny by our successors.

My congratulations to nummus bible, a new entrant and a fine website that scored top rank on its first outing, also to acsearch which is a resource I use constantly and is getting better and better both in terms of coverage and ease of use, eg the advanced search functions and the without-frames and ordering options, the sort of details which may be unimportant for those looking for single coin types but are essential for researchers seeking comprehensive coverage. I'll be very happy to post my new bronze star alongside my existing silver and bronze and will endeavour to improve my site during the year so it hopefully becomes eligible for a more noble award in time. And of course thanks to Nick for the speedh and efficient organisation.

The owner of Nummis Bible prefers that his site is removed because he is convinced at least 10 votes were fraudulent in favor of his site.  I can't really argue with him (I informed him there was no evidence in the IP addresses) so the new 2013 winners are as follows:
