I think it is "Kleiner Schrötlingsfehler am Rand" = "Small flan defect at the edge". "3+" is a kind of rating.

German grade "3" usually meant "sehr schön" = "very fine"
BUT
In these old days it was equivalent to modern US "xf"

Do you know the whole number scale? If it is used regularly at all, think it is something that should be on NumisWiki.

This system is not used any more in Germany
Furthermore: There was no standard, one always had to look at the first page of the auction catalogue to get a grip of the system.
The last German auction to use this was "Kölner Münzkabinett" until around 2018 - but they used Roman numerals and "III" was "extremely fine".
You encounter a similar problem when referring to grades mentioned in catalogues of the beginning of the last century or even earlier - there is just no comparison possible.
