Diocletian post reform radiate from Heraclea: RIC 13 or 21?

RIC, Vol. VI, pp. 531-32: Heraclea RIC 13 or RIC 21.

Page 520 states "The earliest folles . . . are accompanied by radiate 3 gm fractions (to be distinguished from a slightly later issue) with the same marks.

The descriptions of the two issues on p. 522 under (ii) and (v) do not tell how to distinguish between the two issues.

The listing of these coins on pages 531 and 532 have exactly the same wording for both coins. In fact the listing for RIC 21 states "As no. 13."

I checked Sear, Vol. IV, and found that Sear puts RIC 13 and RIC 21 under one number (#12833).

Any help distinguishing between the two RIC numbers would be appreciated. Thanks.

Sutherland assumed that the production of this Concordia issue "falls into two stages". The first, when five officinae produced coins for the Augusti and for the Caesars (HERACLEA 13-16). And the second, when six officinae produced coins only for the Augusti (HERACLEA 21-22).

But this assumption appeared to be wrong because now also coins from 6 officina ( :Greek_Stigma: ) are attested for Caesars.

So in new RIC VI HERACLEA 13-16 and HERACLEA 21-22 should be merged into one six-officinae issue minted for the Augusti and for the Caesars.

In the old RIC VI your coin is HERACLEA 13/21. Only coins from officina  :Greek_Stigma: could be treated as unquestionable HERACLEA 21.
