Maybe an ancient imitation or not Hadrian

A Verus coin from Anazarbos has a reverse legend starting with KAIC and horse like your coin. Some of the othere reverse letters might fit too, but I didn't manage to bring the city name together with the fragments of your legend. 
And I found no Hadrian.

i cant find anything comparable, i am 99.9% sure it's ancient, maybe an ancient fantasy
