Copper alloy; 11 CM/ ??? gm

A friend sent me the pix of this curious object...
As seen on the reverse there are no attachment pins whatsoever.

Anyone have any thoughts?

To me it looks like a modern copy based on the style of a couple of famous examples - British museum, Israel Museum.  Not exact copies as the wording on the genuine ones is different but also the style is quite different.
