Strange Thodosius I SALVS REIPVBLICAE

I just got this in the mail today.  At first I was thinking it was double struck, but now I don't know.  The second figure in line seems to be looking back at the captive.  It may just be double struck.  Any ideas welcome.

I agree with double striking with an 8 degree deviation on the obverse and probably just 2 or 3 on the reverse.
