It looks like a tetrobol from Arados in Phoenicia:

with the difference that on these tetrobols the head alwas is looking to the right :-\.

But in John Wilson Betlyon, "The Coinage and Mints of Phoenicia - The Pre-Alexandrine Period", Chico, CA. 1982, there is described a single specimen with head to left as number 12. Complemented by the note "This coin is an anomaly, and probably represents a mistake by a disoriented die cutter"  :).

Altamura is correct, its a tetrobol minted Arados and the obverse is retorgrade.
