SALVS REI-PVBLICAE id help with obv

The obv legend is very difficult to see.  I have narrowed it to one of these. Theodosius I, Arcadius, Honorius, Valentinian II. It is either RIC IX 45a-c or 48a-c. The coin is 12-13mm. 

Can anyone id this ruler with the given portrait?

I would rule out Val II with some certainty due to the spacing of the visible letters.I'd say Arcadius or Honorius.

is this uneven wear due to a bad strike?
