a theodosius coin , good on the emperors side
but...the other figure seems to be
SALVS REI-PVBLICAE, Victory walking left, trophy on shoulder, dragging captive behind her
but the writing on the right seems to be VDOM(R?)E
which does not match??

with the mintmark (L?)(P?) Delta
any suggestions
