Rough, but I think it is Constantius II, as Caesar.

Constantius Gallus as Caesar - the obverse legend ends with STIVS IVN NOB C.

FEL TEMP REPARATIO, falling Horseman, Aquileia, issue with LXXII /  :<a href='../numiswiki/view.asp?key=wreath' target='_blank'>wreath</a>: in field and AQP (or AQS) in exergue.
