It appears to be an issue of Constans II.  It may be possibly:

Constans II. AE Follis, 641-668 AD, Constantinople.

EN TVTO NIKA, Constans, crowned and wearing chlamys, with
long beard, standing facing, holding long cross and cross on globe.

Large M, ANA left, cross above, NEOC to right, Delta below,
exergual mark IA.
