Founders plowing with oxen, which ruler and city?

I cannot make out any legends. Is it possible to tell the ruler and perhaps even where it was minted?

It looks like a semis(?) of Tiberius from Philippi. Bare head, r., TI AVG behind/Two priests, veiled, ploughing with pair of oxen, r.
Sometimes this type is attributed to Parion/Parium in Mysia, so BMC.
