AE13 of Selge, Pisidia, Empress, Nike

Hi all!
I'm sure this cute little AE13 is from Selge, I've found the type but not this small.
But I don't know who the empress is and a listing would be the icing on the cake.

obv: head of empress right, uncertain legend, C[] at 1h.
rev:CELG[], Nike standing left, seen from behind?, small winged figure on left arm(?)

Looks similar to SNG Leypold 2146, which is attributed to Otacilia Severa: ... CEOVHPAN on obverse, of which I think I can see CE on yours. Based upon the hairdo and the lack of stephane, I wonder, though, whether it actually rather is Aquilia Severa. Interesting little coin!
