Looks like the type VIRTVS EXERCITI, Emperor to r., holding standard and globe and spurning captive with l. foot. This type has been struck for Theodosius I, Valentinian II and Arcadius in the eastern mints: Heraclea, Constantinopolis, Cyzicus, Nicomedia, Antiochia and Alexandria.
