I think it could be a SALVS REI PVBLICAE type, Victory advancing l., carrying trophy and dragging captive, cross or tau-rho in l. field. Only a suggestion!
This type has been struck for Theodosius I, Valentinianus II, Arcadius and Honorius. Because the obv. legend seems to be without a break, it can't be Theodosius I.
