Victory but whose?

I have been going over all of my recently cleaned coins and noticed quite a high proportion of victory advancing left types.  Now I am looking (hoping) for a Constantine amongst these, and as luck would have it most of them have been Valens or Valentinian.  I have got this one though that I can't identify, although I have a horrible feeling it's another Valens by the portrait.

Does it look like Valens to everyone else?  Just a pointer to the ruler and I am happy to take it further.  Not that I don't appreciate your help, just that I need to learn  :)
