SECVRRITAS REIPVBLICAE

or
Valens
DN VALENS PF AVG
SECVRRITAS REIPVBLICAE

2. Is the B on the Left Field on the Reverse a bankers / mint mark?

3. What is in the EXE?

SMAQS = Sacra Moneta  AQuileia Secunda
