I have a couple of questions about this small AE3.

1. This is either:
Valentinain I
DN VALENTINIANVS PF AVG
SECVRRITAS REIPVBLICAE

or
Valens
DN VALENS PF AVG
SECVRRITAS REIPVBLICAE

2. Is the B on the Left Field on the Reverse a bankers / mint mark?

3. What is in the EXE?
Iacta alea est  - 'The die has been cast' (Julius Caesar Jan 10, 49 BC Rubicon River, Italy)

Your coin with B over dot on the left field and SMAQS in exergue (ex. type iii(b)) it is RIC IX, Aquileia 9(b). 
SMAQS = Sacra Moneta  AQuileia Secunda
