Urbs Roma - Gloria Exercitus

Hello all,
I have this VRBS ROMA / GLORIA EXERCITVS centenionalis (should it not be an imitation or something). I am unable however to determine the mint, although from the overall pattern I suppose it could be Constantinople. Anybody have any ideas and some bibliographic references about this?
Size: circa 15mm Weight: circa 2gr
