Questions about a Constantius I

1)  Am I correct that this is Sear 14195, Constantius I as Augustus?
2) There is no mintmark unless the HC (HG) between the figures is a mintmark rather than an officina.  HG = Heraclea?

Well, the last letters of the obverse legend are NOB CAES. So probably Constantius I as Caesar.
