It is a Seleucid coin, I think it is ANTIOCHOS VIII  epiphhanos GRYPOS.
struck at Antioch,  References: SNGSpaer 2501

Laughing.... Bakkar -- our collections must be clones (though yours is more extensive, better coins, ok, ok, so mine is pitiful next to yours, grin, but occaisonally I've got a nice one). You really have to love the desert patina on our two coins.

Here is mine, which is the plate coin for Houghton (so I was told by the dealer, though I cannot confirm because I don't have Houghton).

Seleucid Kings of Syria, Antiochos VIII Epiphanes (Grypos). 121-98/6 BC. AE 19, 6.3g, 1h.
Antioch mint, first reign, circa 121/0-114/3 BC. Radiate and diademed head right. Eagle standing left, scepter behind. [date and control mark in exergue]. SNG Spaer 2526, Houghton 488 (this coin).

Not really. I paid under $100 for mine, so I would say it was more common than rare.
