Yes it is. Obverse legend reads AYTOK K M IOYL FILIPPOC CEB which could be Philip II. too, but the portrait and the radiate head point towards his father, I think.

     Yes, Philip I, Prieur 339.  YPA TO A on rev. = COS I = 245-6 AD, assuming the number is correct (later Antioch counts one too many consulships for Philip I).
