Unidentified AE Tetradrachm

I was pleased to find that an overnight soak in distilled water removed all of the grime from the reverse.
 
Obv. Unknown Emperor bust right ?VΤ ΚΑΙ - ? CCE within circle of dots.
Rev. assume Demeter bust right crescent above LΔE -ATOY within circle of dots.
9.6gr, 24.8-25.3mm & axis 12hr

Sorry, just can’t identify the Emperor.  Any pointers?

It belongs to a friend who think bought "sometime in the 60s" from a rummage box at fair.  The dirt did come off very easily - so yes now doubt it's authentic.

I don't have anything to contribute about authenticity (I wouldn't rule out genuine), but it would appear to be one of these:

Among the interesting types at Alexandria under Hadrian (and a few others) that spelled out the date (in this case, regnal year 11) as "L ΕΝΔΕΚΑΤΟΥ." (Reverse is Selene, as you suggested: "draped bust of Selene, with crescent, r.")

Pretty suspicious edge.  The fifth photo down seems to show the remnant of a casting spur.

 

All coins are guaranteed for eternity
