Hmmm. Not seen anything exactly like it.
But based on size, pointed and and spatulate end my guess is a stylus for a wax tablet. My guess would be that the hole was for a cord so that it could be tied to the wax tablet and not lost.
Like how in Canada we sew kids mittens to a string to go through their coat sleeves. :)
