ProQuest does the same for US theses and dissertations -- I just downloaded a number of interesting ones.

Unfortunately, this service isn't free.  I have access through my university.  The ProQuest website says many public libraries also subscribe. 

I could also run a small number (busy life!) of searches for individuals and you may be able to download or order dissertations from the individual universities.
