Eastern(?) lead seal

The portrait on this lead seal appears to be Eastern.  The style seems familiar, but I can't recall what it could be.  Anyone know?



6.832g, 15.5mm.

Maybe Soghdian.  The bust looks like some of theirs on the silver coins.
