This is a mace head. A fairly common type in the Balkans with that cross-hatching pattern.
It is hard to get exact details about these. They are roughly dated to 12th - 13th centuries AD, but could extend to dates both earlier and later.
It is also not clear exactly who used them. They may have been used by Byzantine military forces though known Byzantine maces are usually higher quality. They were likely used by steppe nomads including Cumans / Kiptchaks and Pechengs as well as by the native Bulgar and Slav populations.
