Pearl, Diad. draped cuirassed right

SPES REIPVBLICE
Emperor standing left holding globe and spear

No mintmark to speak of though.

RIC Volume VIII lists only Siscia as having a star in the right field for the spes republice type, for both Julian as Caesar and Constantius II as Augustus. It also lists Julian as bare-headed, and Constantius as pearl - diademed, which would make this coin Constantius II Siscia, RIC VIII 398

That seems to be correct. Furthermore in my opinion the bust type is showing Constantius II.

Constantius II as Augustus
AE4 (1.82 g, 15 mm). Mint of Siscia. 355 - 361 AD (undated).
Obv. D N CONSTAN – TIVS P F AVG, draped, cuirassed and pearl-diademed bust right.
Rev. SPES REI – PVBLICAE, emperor, helmeted and in military dress, standing left, holding globe and spear. In field r. *. ASIS in ex. (1st officina).
Ref. Siscia RIC VIII 398. Common (C).
