Is this Vespasian?

This coin--AE 26 mm-- is VERY rough, but the devices are visible.  The rev is an eagle with spread wings, but I don't know the emperor.  Is it Vespasian?  Thanks for your help.  Laney

the coin reminds me to this issue:
Vespasian AE As. IMP CAES VESPASIAN AVG COS III / S-C, eagle, head right, perched atop globe with wings half open.
Roma or Lyon . (cf.: RIC 497 ; Coh. 480)
depicted: the Lugdunum (Lyon) issue with the small globe at the neck)
