I was wondering opinions here, would this be a seal? with the leather loop going thru the ridged cyclinder on a pendent users as a ornament? any thoughts?

Time - end of IX - X century.
Function - Christian lead  sign (amulet) worn on the neck.
Knjaz St. Boris I obliges all the Bulgarians to bring Christian symbols after the conversion to Christianity (865 AD).
Your item is a common and cheap "variant" of those signs.
