That's right. Suleiman 1 Qanuni and Suleiman ben Selim 1 is the same
 Süleyman I (b. Selim) 926-974/1520-1566
In Turkish history he is Kanuni
and in Europe Magnificent
He had 1000/thousand/ women in his harem

Copper alloy; 40mm/10.9gm. Broken. The reverse is flat and unadorned.

Ground found in the Balkans so, perhaps a Celtic dolphin?

Any idea of it's use? HELP!
