Certainly looks like Aequitas standing l. holding scales and cornucopia, where the scales fall either side of the S in S-C.

That's exactly how I see it! Either RIC 51 or 77 (COS II / COS III)

It's impossible to distinguish between COS II or III, that part of the inscription is completely worn, but this is very helpful.
