Bronze Roman horse (Dragon?) handle - Looking for additional info

I had that thought too, but wasn't sure if the "base" was a broken mount or fish/seahorse  tail.

I'll second Shawn's suggestion of going into reenactment.  I have been doing it for many years now.  While some of the off the shelf items are poor quality and oversized and heavy, many artisans are making excellent replicas based on actual finds.  And they're making them the way the ancients did, hand forged out of bronze and iron. 

I'm afraid I can't help with the horse head though.

I am still not sure what the item itself is.  The end is very odd.  Another photo would be good.  The closest thing it resembles is a handle attached to a vessel - the bottom is curved/convex as if it could fit the side of a bowl.  But the overall form then doesn't match most Roman handles.  If attached to vessel it would appear to curve out.

I am also not sure of the age.  The decorative style does not match common Roman items.  Even the bridle arrangement appears more modern.
