Definitely Nabataean and probably Rabbel II.

A useful starting point is the bibliography at the link below:

It omits some works such as Barkay's Coinage of the Nabataeans (2020) but it is a good list. A number of the papers are available electronically if you don't have access to the journals. Between Barkay and Schmitt-Korte before her the series of papers in Numismatic Chronicle are very good.

Click on the word Nabataean (all blue text is links). That will take you to the Nabataean page in the Forum shop.  There you will find a good bibliography at the bottom of the page. Click the link under the coins to see Forum's prior sales. If you have a fast computer, change the number of coins per page to 50 using the setting upper right.
