Kidney shapes makes me think of possible strap slide for Harness?

Weird.  Never seen anything like it.

Does look like it went on a thin strap.  I suspect the tow small rectangular holes were to attach something else but what is a mystery.

The kidney shaped holes look Roman but the rest is a bit "off" normal Roman style

Maybe a provincial/local style

It's definitely roman age or older and indeed the kidney shapes point towards roman.
Could it possible be decorations for a scabbard ? Belt dispenser? That's probably wishfull thinking but it must have been mounted onto something with a strap.  ???
