Buckle connector?

I'm a little confused when it comes to this openwork plate. It's the usual what you expect but I noticed a loop on 1 end. I'd think this is where the buckle would have been attached but like Shawn told me last time there supposed to be a metal strip behind it and my own example doesn't have a loop quite like that. There's also a cut made right under the loop but i'm unsure if that was intentional done back then or just a crack.

As far as the openwork decoration, are it meant to be horses within an elaborate design or is there something i'm not seeing :D.

I don't think it was for a buckle.  They usually have a hinged end.  Many of the long plates were just plates, without the buckle and therefore without the metal strip on the back.

The decoration is vegetal - ivy or grape vine with leaves - common on Roman stuff and possibly related to bacchus.
