Help to identify the coin

According to my father, this coin was found by his grand grandfather on the banks of the Volga River 200 years ago.  he tried to identify it, but experts from Israel, France and China could not identify the coin.

In case the previous remarks did not make this clear, the coin is a modern reproduction, not ancient.  The mark at the top may indicate this was once part of a key chain.
