Unidentified very soft coin/mold?

Hey guys

Not sure if this is the place to put this but I am really stuck as to what this really is.

Definitely leaning towards some sort of modern replica.

About 16-18mm Diameter
Incredibly light, maybe a gram

Has residual concrete and dirt which i was picking off with a dental pick when i realised how soft it really was, and I mean soft! I could

Cannot make out any sort of obverse bust however the coin has been pressed inward from impact, which in its soft form has ruined it.
Letters LNERA


Reverse side is a star flower in the middle

Has a seam/deep cut running around 60% of the object. Caked with dirt, I have a feeling that if I put a pin into the crack the two sides could well pull apart from each other.

Happy for this to be moved too Fakes if it is indeed a fake!

It looks somewhat like a railroad lead seal.

here we are -lead seal looks right, it came with another that is in worse condition but has 4 holes running through so this is making a lot of sense now
