Septimius Severus AE30 Provincial with Eagle Reverse

Based on the portrait I'm fairly certain that it's SS but no luck figuring anything else out.  I can read C :Greek_epsilon:V on the obverse and I think TO on the reverse.

Any thoughts?

It's surely Septimius Severus, and still in the 190s, such as the governorship of Barbarus in Thrace.  See if you can make out any letter sequences on the reverse.  I only checked the big Barbarus obv. of Septimius (with a similar eagle), but it isn't that one.  But there are Barbarus signatures all over Thrace, so it occurred to me to check there first.  If you look at the attached, you'll see that it's not the one, but the same character of image, and a big coin.

I think I can read TOV at about 3 o'clock and HM(or N) U M at 6 o'clock.  I'll keep trying
