Guess the mint - Round II

I recently purchased this coin, not yet delivered.  Even though it's in rather poor condition, it was unusual enough for me to want it in my collection.

If anyone is in the mood for a bit of a challenge, try to guess:

1) The ruler (Shouldn't be too hard)

2) The denomination (Perhaps not possible from just the portrait but I would love to hear a guess.)

3) The mint

Yes, it's Vespasian.  Not as exciting as a Didrachm and not from Caesarea though  ;D

Okay, I finally received the coin and had a chance to photograph it. To me this portrait is downright Alexandrian!  I had hoped someone might have guessed as much before seeing the rest of the coin.  But perhaps I'm just seeing things..... 

In any case, this is a very hard to find Neptune type from the Lyon mint.  It was misattributed and had poor pictures to boot.  It certainly saw a lot of circulation but I'm very happy with it!
