What is the full phrase abbreviated as FEL TEMP REPARATIO?

I am curious because a search does not find it. What is the full and grammatically correct Latin phrase that is so often abbreviated FEL TEMP REPARATIO? I do not speak Latin, obviously...

Gramatically we have two possibilities:
(1) FEL belongs to TEMP, or
(2) FEL belongs to REPARATIO,
where TEMP could be singular or plural.

(1) would be FELICIS TEMPORIS REPARATIO (singular), or FELICORUM TEMPORUM REPARATIO (plural), meaning 're-establishment of the happy time (singular)' or 're-establishment of the happy times (plural)'
(2) would be FELIX TEMPORIS REPARATIO (sing.), or FELIX TEMPORUM REPARATIO (plural), meaning 'the happy re-establishment of time (sing.), or 'the happy re-establishment of times (plur.)'.

I thinks most of us lean to the singular form of (1).

In my mind, possibility 1 seems more logical.  Couldn't the translation be "happy times are (will be) reparations"?

I like the traditional version, "Happy Times are Here Again!",  but the again I live in a different era than the 4th century chap!

Happy Days are Here Again.  I find 4th century coinage fairly amusing in one regard; that there were so many demonetizations and start-overs.  FEL TEMP failed in something like 2 years, didn't it?

I used to be a little bit into that period, but now my interest largely stops at 312, except for AR coinage of Magnus Maximus or Eugenius.

Since FELICIA TEMPORA is an independent coin legend with type Crossed Cornucopias for Pescennius Niger and type Four Seasons for Caracalla and Geta and some later emperors, I read the TEMP in FEL TEMP REPARATIO as plural too,

FEL(icium) TEMP(orum) REPARATIO.

Compare also the plural TEMPORVM, not the singular TEMPORIS, in such legends as

FELICITAS TEMPORVM (Macrinus, Sev. Alex. medallions, Gordian III)

FECVNDITAS TEMPORVM (Orbiana medallion)

LAETITIA TEMPORVM (Pertinax, Sept. Sev. and sons).

The legend appears on coinage from 337 to 375 AD. The fallen horseman type specifically from 348 to 361 AD.

MALA TEMPORA HIC SUNT UT MANEANT

I haven't had any Latin for year, but I would translate it a little less literally (and 'hic' for 'here' in reference to a time sounds wrong to my memory of Latin), and would simplify it a bit as:

MALA TEMPORA MANERENS (SUNT)

(the present active participle of manere, with elided form of 'to be'; 'bad times are lingering')

or

MALA TEMPORA MANSURA (ESSE) with future active infinitive of manere: "bad times are about to stay"



Edit: maybe the more jingoistic would be better:

MALORUM TEMPORUM MANERENDO (gerund in ablative) 'By/with the maintaining/staying/lingering of evil times"

abbreviated as: MAL TEMP MANERENDO

The repeated genitive seems awkward, but we do find SPES FELICITATIS ORBIS (Hope for the Happiness of the World) for Philip I !
