Is this celtic?

This is the 4th time I'm writing this because of errors so I'm keeping it simple now.  11mm diam, 3mm thick.  I thought it might be Byzantine but ID forum reply said maybe celtic.  what do you think?

Hmmm, a friend gave me the coin about 20 years ago and I don't know how he got it, but now that you mention it.  persian does ring a bell.
