Probably not an emperor at all.  Seals were used by many merchants, so this may simply be two men (or a man and wife, hard to tell).  But the bust isn't laureate or have any other royal indicators.

It could well be a dual bust of a married couple. Style seems to be late 3rd century. I don't know any sites with many seals. Nor published literature for that matter.
